    ...the left-leaning court has declared the Forest Service's Adventure Pass program to illegal, meaning that you can't be charged to visit parks if you don't use the services therein.

    Cases are initially heard by a three-judge panel so, even if you think politics matter, the overall composition of the circuit doesn't really matter. Here, for instance, two (Kozinski and Bea) of the three judges are notably conservative.
