    Shit, Penn State cultists were proclaiming them the first game after the scandal, against Nebraska.

    The NCAA is not about following the rules. The NCAA punishes schools (often reluctantly) for being dumb enough or overt enough to get caught violating rules or otherwise generating negative press. So, by that standard, PSU had it coming from the NCAA.
