Need help creating maps

I need to create eight maps for a special project that will be published in mid-February.

What I'm looking to do is to create and design a map of a large metropolitan city, or of an area encompassing several suburban counties, and on each map, note with precision up to 70 or 80 sites with numbered icons. I don't want to locate each site by hand; that's too time-consuming and too prone to error (especially when an editor inserts a new No. 6 at the last minute and you have to go renumber 75 icons).

There is a software program called MapPoint, but it's made only for PCs; we work solely with Macs. I had a guy produce these maps last year, but we weren't entirely pleased with the reproduction quality of what he provided.

Is anyone aware of a suitable program that can learned in the weeks I'll have to work on this? I'd also consider farming this out to someone on a freelance basis.

    Thanks.

This might get more attention on the journalism topics board.
