Apparently he was a former employee of the office where it started. NBC affiliate was trying to interview a witness when a midget OPD officer announced that "this is not the proper time" and ended the interview.

ABC affiliate reporting that the shooter's name might be Javier. NBC and Fox affiliates say the suspected shooter's name is Jason Rodriguez, age 40

Wonder if this is the shoe we've been expecting to drop for quite a while now, with regards to the recession, layoffs, etc.

I don't know if it'd be specifically related, although obviously many times in these it is a disgruntled employee. People have been going on mass shootings since seemingly forever, or at least since Charles Whitman. In good times and bad.
