    - real-time mandatory psych profile

    - mandatory handling and storage training

    - mandatory gun proficiency licensing

    - extended waiting periods

    - no purchases at gun shows or from private parties

    - no intrastate gun sales

    - ammunition limits

    - no oversize magazines

    - no silencers

    - no assault-caliber military weapons or ammunition [ .223, 7.62, etc. ] sold to general public

    - nationwide buyback program

    - local buyback programs

    - uniform nationwide handgun transportation and possession laws, limits and penalties

    - national tax on gun purchases and gun ownership

    - national tax on ammunition

    - uniform national penalties for gun mischief, gun mishandling and "accidental" injury

    - felony conviction gun confiscation program

    - domestic violence / restraining order gun confiscation program

    - online criminal threat/intimidation/harassment confiscation program

    - amend Constitution

    - mandatory drug test

    - ban body armor

    - consent to random cavity search

    you can't make someone responsible for killing someone enough to deter the initial action. And too many of these serial killing 2nd Amendment enthusiasts die before earthly justice can be meted out.

    Without removing the tools from the hands of the attacker, before the attack, you can't prevent group/mass/ public attacks
