    Guess some of the sj lawyers would have to answer that. Title IX has several components. One is

    For participation requirements, institutions officials must meet one of the following three tests. An institution may:
    1. Provide participation opportunities for women and men that are substantially proportionate to their respective rates of enrollment of full-time undergraduate students;

    If they provide 15 scholarships does it mean they have to fill them?

    More like Willie's these days. Harpo's is your father's college bar.

    If they don't use the full 15 would think part of the reason is the last four of the 15 would do little to nothing to help the starters or those in the who are in the rotation. They use guys in practice to scrimmage against the starters. Not sure if they use any of the scholarship money to help those guys who practice at least some of the time, don't know what the NCAA rules are on that.

    None of the top seeds in the women's bracket use all 15.

    Would think they use the money for travel and other expenses if that's allowed by NCAA rules. There's a big drop in talent on the top teams after the top 7 or 8 players. No one leaves early for the WNBA, so the best players are 4-year starters. Maybe the coaches think it doesn't benefit the team to give scholarships 3 or 4 more players, who will never see the court and won't really help make the starters better in practice.

    Which I understand - I guess I don't see why the extra scholarship or two isn't pushed to another women's sport. Though looking at scholarshipstats.com they already look pretty well stocked, 12 for volleyball and softball, 14 for soccer.

    Why I keep encouraging my middle-school daughter to stick with basketball. She loves the game and might be able to worm her way in for a high school team as a spot shooter.

    All of her friends who were on the elite travel teams have quit basketball because they're sick of the game or sick of their overbearing parents. I've told her just keep shooting and dribbling and the opportunities may open themselves up.

    She could be a really good college coach because of her skill set and the opportunity. They have to get paid the same base salary as the men's program and, outside of four programs, no one cares if you win or lose.

    Is there any person more popular, fans are more convinced should be getting more minutes and the coach is annoyed by more than the walk-on who has hops but can’t do anything else? He’s the equivalent of the back-up quarterback inexplicably thrown into a bullshit QB controversy because of his 3-for-3 performance in garbage time. He has that breakaway dunk against the D2 school late and then the next coach’s call-in show is just a parade of questions why the walk-on doesn’t play more.

    Like Rau last night with Mizzou. He got a bucket and foul his first 30 seconds but after that he was so overmatched against FSU's guards.

    You can play them for a minute here or there but that's it.

    The Microville Tech women's team, which has won an NCAA game for five years in a row now, has 10 on scholarship this year, and one scholarship transfer.

    They never, ever have more than 12, and the coach doesn't take walkons. He doesn't want the three or four who could be on scholarship but who would almost never play (12-15) causing problems bitching about playing time and taking away practice reps from those who do play.

    He has four guys who regularly practice with the team, they're better than the 12-15 scholarship women would be, and they get senior day recognition every year.

    You could easily shift three women's scholarships to another sport, like soccer, which uses 18-20 players. Or take away three and start an intercollegiate bowling team.

    Or some schools can bring back the wrestling or baseball teams they dropped, but that would go against Title IX.
