    "Although BPA (Bonneille Power Authority) is part of the DOE, it is self-funded and covers its costs by selling its products and services at cost.[1] The BPA provides about 28% of the electricity used in the region.[1] BPA transmits and sells wholesale electricity in eight western states: Washington, Oregon, Idaho, Montana, Wyoming, Utah, Nevada, and California."

    As for the Western Power Authority "Its transmission system carries electricity from 55 hydropower plants operated by the Bureau of Reclamation, United States Army Corps of Engineers and the International Boundary and Water Commission."

    So why am I totally wrong?

    Because the assertion that (your exact words) "the wires to provide the power" are provided, maintained and/or owned by the DOE is wrong. Yes, the DOE owns or controls the links between federally done hydroelectric sources and "the grid," but A) those links represent a trivial portion of the grid; and B) hydroelectric sources represent only about 6% of electricity produced in the U.S.
