Seems to me like Rivera knows this is a lost season, and it's easy to lose a whole team in these situations, so he's making an example of MVP Newton to remind the rest of the team he's still in charge. Because if Newton can pay a penalty, the rest of the roster knows it has no leeway to fuck off.

Of course it's a silly rule, but we have to deal with silly rules all our lives (eat your damn spinach or I'm flushing your goldfish!), and, for the most part, we get by just fine.
