Are those the same witnesses who said Michael Brown had his hands up?
But if he was handcuffed and did grab a gun there is no way he could fire it being handcuffed I guess.

Officer Van Dyke charged with murder:
Chicago police officer charged with murder - CNN.com

This may help assuage the anger that could lead to violent unrest in the city once the video is released tomorrow. At least the city will be able to say it is trying to serve justice for Laquan McDonald by settling with his family for $5 million and charging the officer.

You must not watch many cop shows.

Read a Tribune article that said the city approved the settlement offer before the family even filed suit. Yeah, this is going to be unspeakably ugly.

So someone handcuffed can't shoot a gun?

It says that in the article BigPern linked.

Yes, they can. My point about "reaching for the gun" is that is a standard excuse for a reason to shoot someone who doesn't have a gun (whether they were reaching or not).

    Video to be released shortly.

I'm getting the fuck out of here.

What's important to remember is that Laquan was no angel.

    Wow. That's horrific.

Shocking that the video doesn't match the cops' version that McDonald was coming after them. Yet another case where either the video or the cops lied.

OK. So if he reaches for the gun the cop should wait until he actually takes it.
