    Here are the rules...

They need to have started for at least 20 games. Not played, started. That means it took a team over one full season to decide this player just could not play at the professional level.

They also need to have started the 20 games from the 1966 season onward.

When you throw a name out there, I would please ask for some evidence of the suck (a stat or two or a certain game).

All right Bears fans, what ya got?

Off the top of my head?

    All of them.

EDIT: Can't find a list all the way back to 66 but here is a list of Bears' QBs with more than 20 starts since 1985:

    Jay Cutler- 21
    Jim McMahon- 21
    Jim Miller- 26
    Rex Grossman- 31
    Mike Tomczak- 31
    Kyle Orton- 33
    Erik Kramer- 42
    Jim Harbaugh- 65

This is also the franchise that gave 15 starts to Shane Matthews and Cade McNown.

    Heath Shuler.

Drafted third overall. 15 TDs, 33 INTs. 8-14 record.

Also in the running: Ryan Leaf. 21 starts. 14 TDs. 36 INTs.

Somehow Ty Detmer has earned 25 starts in the league, as well.

Ryan Leaf: 4-17 record as a starter, 14 TDs, 36 INTs and a 48.4 completion percentage. Career QB rating of 50.0.

EDIT: Didn't notice Leaf mentioned earlier. I'll also nominate Terry Hanratty. He had 18 starts with a 6-12 record, but only completed 35.3 percent of his passes. 24TDs, 35 INTs.

And the Browns trading Paul Warfield to get him really improves your case.
