    YF, it is true that many such trial balloons are cries for help from the inside intended to quash ideas regarded as nuts.
    PS: Communities under what they regard as military occupation have been known to take potshots from time to time. Plus, the Guard is not equipped nor trained for police work. This leads to accidental/mistaken shootings on their part.

    Like everything else, Trump is trying to do this on the cheap. He's creating fear and chaos, hoping people will "self depot" -- and that more immigrants will decide not to come.

    And, it looks to already be working.

    It's exactly what I assumed it would be.

    A "draft memo" with no indication of who drafted it.

    Like with the supposed EO that was going to restrict gay rights, this could have come from anywhere. From outside advocacy groups hoping for action.

    That doesn't mean it's under consideration by anyone.

    Governors in the 11 states would have a choice whether to have their guard troops participate, according to the memo, written by U.S. Homeland Security Secretary John Kelly, a retired four-star Marine general.

    Reporter blew it big time. When Trump ended with, "But it was a substantial difference, do you agree with that?" the reporter said, "You're the president."

    He should have said, "Not really. You lost the popular vote by 3 million and scored a victory in the Electoral College by the mathematical equivalent of successfully drawing to an inside straight. Congratulations on your victory, but the fact remains that more people voted for your opponent than for you, and nothing you can say or do will ever change that fact. "

    In that case, my guess is this is an attempt to show up Democratic governors. The only two cities mentioned are Portland, Oregon, and New Orleans, and it said it would be directed at 11 states away from the Mexican border.

    Imagine Trump coming in later to stump for GOP gubernatorial candidates. "Your weak, failing governor is pampering vicious, awful Mexicans who are stealing jobs bigly!"
