I'm not sure about Israeli libel law, but in the U.S., if you're a news organization, you really can't label someone a "terrorist" unless they're either convicted, or you're quoting someone saying it (which is why quotation marks are needed). Otherwise, you risk being sued for libel if the person arrested ends up being found not guilty. In the CNN story, US spokesman Mark Toner called it a "terrorist attack,", so the use of quotes to refer to the two people as "terrorists" is proper.

 

How about saying suspected terrorists then? Putting "terrorists" in quotes makes it look snarky and minimizing. Epecially with the reprehensible headline writing in other similar attacks in Israel that intimate that the attackers are the victims.

Also - all those people on FB who changed their profile pics to Belgian flags - where are they now? Thought so...

 

Did Mark Toner convict them?

 

That must be it.

 

These two were caught alive, which is counter to the typical modern terrorist MO. So maybe this is a freelance operation or even just a couple of nut job wannabes.

 

in a way, he is. He is speaking as part of his official duties, so, if they're found not guilty in court if they want to sue him for libel, they'll have a difficult time in winning. That's if they were so inclined.
